Request of Expressions of Interest - Individual consultant 01 Июня 2026

The Public Association “Positive Initiative”, under the Financing Agreement No. 002/TB-HIV-SUBGRANT/2025 dated 02 January 2026, signed between the Public Association “Positive Initiative” and the Private Institution “Center for Health Policies and Studies” (PAS Center), intends to contract consultancy services for the optimization of procurement processes for antiretroviral medicines (ARVs), medical devices and opioid substitution therapy (OST) within the National HIV/AIDS and STI Program for 2027.

Detailed information on the assignment, scope of work and qualification requirements is provided in the attached Terms of Reference, TOR.

In this context, interested individuals (individual consultants) are invited to express their interest in the assignment by submitting the following documents:
1. CV containing information demonstrating their qualifications and experience relevant to the assignment, including similar services performed and experience under comparable conditions;
2. Any other relevant supporting information.

The Consultant shall meet the following minimum qualification requirements:
- Minimum five years of experience in providing technical assistance in public health, health systems or medical procurement
- Higher education in public health, economics or another relevant field 
- Experience in public procurement of medicines financed from the state budget and thorough knowledge of Moldovan legislation 
- Proven experience in procurement of medicines and medical products 
- Experience in analysis and optimization of procurement and supply chain systems, including EECA region experience 
- Experience in assessing compliance with international standards and best practices (WHO, GFATM, UNICEF, etc.) 
- Strong analytical and conceptual skills
- Planning and organizational skills
- Microsoft Office proficiency
- Ability to work in a team
- Knowledge of Russian, English and/or Romanian

Consultants will be selected in accordance with the procurement procedures of the Public Association “Positive Initiative”, through the comparison and verification of candidates’ qualifications and experience against the criteria specified in the Terms of Reference.
